The Sociological Initiatives Foundation provides grants of $5,000 to $15,000 to support community-based research projects. Areas of interest include but are not limited to social justice, social welfare, human rights, literacy, language learning and use, dialect use and curricular issues in teaching second languages and non-native languages. The Foundation is also interested in supporting research by sociologists and linguists that provide a direct benefit to communities. Bill Title: Bill 15-607, Child and Youth, Safety and Health Omnibus Amendment Act of 2004
Sponsor: Councilmember Sandy Allen Cosponsors: Councilmembers Catania, Ambrose, Graham, Schwartz, Evans and Cropp Committee(s):Human Services, Finance and Revenue, Education, Libraries and Recreation Effect: Among other provisions, the bill requires criminal background checks and a set of qualified fingerprints for any "applicant" under consideration for employment either compensated or voluntary by any District agency or any private provider serving children and youth through a contract with a District agency that provides direct services to children and youth. Volunteers with programs through the George Washington University that serve District of Columbia Public Schools have already been informed that they need to comply with the program which costs $57 per volunteer. Volunteers are required to submit to MPD administered fingerprinting at a cost of $35 per session, $7 for background checks and $15 for a previously required tuberculosis test. Bill History: The bill's history is complicated. Though passed as permanent legislation in 2000, the bill never took effect because the Control Board vetoed it. Subsequent emergency legislation was passed contingent on appropriated funds to the Metropolitan Police Department (MPD) to hire sufficient staff to administer the background checks and fingerprinting requirements. The funds were never allocated until this year. As a result, the program can become effective at the beginning of the next fiscal year, October 1, 2004.
