Thousands of inmates were abandoned by deputies and sheriffs and some inmates spent days locked in their cells, without food and water, standing in sewage water up to their necks. The ACLU has gathered hundreds of personal testimonials from inmates incarcerated during the catastrophe and is pursuing a case concerning the lack of prison emergency procedures and inmate mismanagement.
